Bihar Public Service Commission (BPSC) has released the official notification for the 65th Combined Competitive Examination (CCE) 2019. The examination is conducted for recruiting eligible candidates for various posts in departments/ministries under the Bihar government. Also known by other names viz. Bihar Provincial Civil Service (PCS) Exam or Bihar Civil Services Exam, it is a highly competitive exam. The examination is conducted in two phases – Preliminary and Main. For now, the application process has been released only for the Preliminary phase. This article covers complete information related to eligibility, important dates, exam pattern and syllabus. BPSC Civil Services 2019 Latest Updates: BPSC has announced the preliminary exam result for the 65th Combined Competitive Examination on 6th March 2020. The Preliminary phase exam was conducted on 15th October 2019. The re-examination was conducted on 17th February 2020. A total of 6517 candidates have qualified for the Main phase examination.

The Bihar Public Service Commission has completed the application process for the Main exam. The commission has announced the tentative schedule for the Main phase exam. However, the exact exam date is not released yet. Earlier, the commission had released information only for the Preliminary phase exam. Check out the important dates below:

BPSC CCE 2019 Exam Pattern

BPSC conducts the Combined Competitive Examination in three phases:

  • Preliminary
  • Main
  • Interview

Preliminary Exam Pattern

The preliminary exam will be conducted through offline (pen and paper) mode. The General Studies paper comprises Objective Type and Multiple Choice Questions (MCQs) of total 150 marks. Here are the details of the exam:

The preliminary exam is of qualifying nature. It is mandatory to qualify the exam by securing the minimum marks set by the Commission. Eligible candidates for the Main exam are selected on the basis of their performance in the Preliminary examination. Marks of the preliminary exam are not considered while preparing the final selection list.

The Main exam consists of 4 papers as follows:

Candidates are required to secure a minimum of 30% marks in Hindi, however; these marks will not be considered while preparing the final merit list.

The list of candidates who qualify the Main examination is published on the official website. These candidates are called for the interview round. The final merit list is prepared after considering the marks of main exam and interview round.

BPSC CCE 2019 Syllabus

Preliminary Exam Syllabus

BPSC CCE Preliminary exam syllabus includes topics from Current Events of National and International importance, General Science, History of India and salient features of history of Bihar, General geography and geographical division of Bihar and its major river systems, Indian Polity and Economy, Major changes in the economy of Bihar post-independence, Indian National Movement and contribution of Bihar, and questions from General Mental Ability.

Main Exam Syllabus

Hindi – The paper will comprise of questions on essay writing (30 marks), grammar (30 marks), sentence syntax (25 marks), and précis-writing/summary (15 marks). Questions will be of the Secondary Level of Bihar School Examination Board.

General Studies (Paper I) – Current events of national and international importance, the modern history of India and Indian culture, and statistical analysis, graphs & diagrams.

General Studies (Paper II) – Indian Polity, India Economy and Geography of India, and the role and impact of science and technology in the development of India.

Optional Subject – Candidates have to select from one of the optional subjects for this paper. The detailed syllabus for each subject is available on the official website.

BPSC Exam 2019-20 Eligibility

Before applying for the BPSC Preliminary examination, candidates must check if they fulfil the following eligibility criteria:

Educational Qualification (as on the last date of online submission of the application form)

Candidates should have completed graduation in any discipline or equivalent level of education from a recognised college or university. Candidates are required to fill the details of their degree while filling the application form.

BPSC Exam 2019-20 Application Process

Bihar Public Service Commission releases separate application forms for Preliminary and Main phases of the Civil Services examination. Candidates who qualify the preliminary phase are required to fill the application form for the Main phase, however; the optional subject for the Main examination has to be selected while filling the Preliminary form. Candidates are also required to submit the application fee for the Main exam. For now, here is the process for filling the BPSC CCE preliminary application form. The registration process started on 10th July 2019 and continued till 24th July 2019. However, the last date for submission of the application form was 6th August 2019. Only the registered candidates were allowed to complete the application process.

Online Application Process for BPSC CCE Preliminary Exam

Candidates need to make sure that they have a valid and working email ID and mobile number before applying for the exam. Online application submission can be completed in three steps:

  • Registration
  • Payment
  • Filling the Online Application Form


  • Go to the BPSC website for online application –
  • Click on ‘ONLINE REGISTRATION’ tab.
  • Click on the ‘Apply online’ button in front of the post you want to apply
  • Enter the details asked for and check them carefully before hitting the ‘Submit’ button.
  • On successful registration, a registration ID and password will be generated.


  • The online payment link will become active on the next day of the registration after 11 AM. Click on the ‘Online Payment’ link to make fee payment.

Filling the BPSC Exam Online Application Form

  • After successful submission of the application fee, the application form link will become active on the next day after 11 AM.
  • Click on the ‘Application Form’ button.
  • You will see the information you have provided at the time of registration. Fill-in the other details to complete the form.
  • Upload the scanned images of your photograph, signature (in Hindi and English). The scanned images should be in JPG/JPEG format and should not be more than 15 KB (signature) and 25 KB (photograph) in size.
  • Click on ‘Preview’ button and check all the details carefully. Make changes if required. Please make sure that all the details provided are correct before final submission.
  • ‘Submit’ the application form.
  • After successful submission, again log-in to the Dashboard and click on ‘Download Filled Application’ tab. Please make sure that all the pages of the completed application form have Registration Number, Bar Code, and Submitted Application Number. If not, the application would not be considered.

BPSC Civil Services Admit Card 2019

The admit cards for the Preliminary phase examination are made available on the official website from 5th October 2019. The admit cards for the re-examination were released on 13th February 2020. Check out steps to download the BPSC Civil Services Prelim Admit Card.

  • Visit the Official Website
  • Click on the link for BPSC CCE Preliminary Admit Card 2019
  • You will be redirected to the candidate’s login page. Enter your username/registration ID, password and the captcha code. Submit the details.
  • The admit card will appear on the screen.
  • Check all the details and download your Admit Card
  • Take a print out.

Note: Admit Card is a mandatory document for making entry to the examination hall. Candidates are advised to keep their admit cards with great care until the declaration of the result.

BPSC Civil Services Result 2019

BPSC has declared the result for the Preliminary phase examination on 6th March 2020. The qualified candidates are to appear for the Main examination. The list of candidates who will qualify the Main exam will be called for the interview session. The final merit list will be prepared on the basis of candidate’s performance in the Main Examination and the Interview round.

The number of attempts is limited to the upper age limit i.e. you can apply for the exam till you are in the age limit for the examination. The upper age limit for an OBC candidate is 40 years. Preparation books for the exam are easily available online and in the offline market. No, there is no negative marking in the exam and 1 mark will be allotted for every correct answer.
