Special Assistance Programme (SAP) by UGC Meant for Indian Institutions

The SAP (Special Assistance Programme) was initiated by the UGC (University Grant Commission) on the recommendations of the Education Commission. Under the SAP programme, financial assistance is provided to those University departments which can augment research and teaching. The aim of this programme is to enhance the standard of research and teaching to match with the International standards.

In this direction, the 1st programme was launched under the name CAS (Centre for Advanced Studies) in 1963.

The programme proved very fruitful and it received international recognition. It received assistance from UNESCO and UNDP.

The SAP Programme is implemented at the 3 levels –

  • CAS – Centre for Advanced Study
  • DAS – Department of Special Assistance
  • DRS- Departmental Research Support

Eligibility for the SAP (Major Research Project)

  • The University which wants to get included in the SAP programme should stand qualified under the Section 2 (f) and 12 (B) of the UGC Act, 1956.
  • The University should have at least 1 Professor and 6 teachers to teach students at the University.
  • It should submit a research proposal which should be found satisfactory by the assessment committee.

Duration of the SAP Scheme

  • The maximum duration of the SAP programme is 5 years in the 1st phase. It can be extended for another 5 years in the second phase. Such extensions for the SAP assistance can be done for the maximum 3 phase/ terms (5 years each).
  • If the University exhibits excellent performance then it will be considered for the enhanced benefits of DSA/ CSA of the SAP programme.
  • The University which research programme stand approved under the SAP must submit the detailed proposal within 6 months with the UGC.  The UGC is authorised to cancel the project approval at the expiry of the 6 months. 

Benefits under the SAP (Major Research Project)

The amount of the benefit received by the University under the various levels of the programme is –

On the CAS level

  • For Engineering, Science, and Technology – ₹300 lakhs
  • For the Maths, Humanities, Social Science, and Statistics - ₹200 lakhs

On the DAS level –

  • For Engineering, Science, and Technology – ₹ 200 lakhs
  • For the Maths, Humanities, Social Science, and Statistics - ₹150 lakhs

On the DRS level –

  • For Engineering, Science, and Technology – ₹150 lakhs
  • For the Maths, Humanities, Social Science, and Statistics - ₹ 120 lakhs
